The principle of equitable development is enshrined in the fourth paragraph of the 1945 Constitution of Indonesia, which calls for advancing the general welfare of the people.
In the context of optimizing local economic development under regional autonomy, this is further grounded in Law Number 32 of 2004 on Regional Government, which authorizes regional governments to manage and administer their own governance affairs in accordance with the principles of regional autonomy and co-administration. In other words, regional governments are expected to enhance their competitiveness in pursuit of high and sustainable welfare growth, while remaining open to both domestic and international competition.

One of Astra's key initiatives in this area is the Astranauts program. In short, this is an initiative managed by the Group Digital Strategy that accelerates the growth of MSMEs and start-ups in the sustainable economy sector through technology.
Astra believes that supporting entrepreneurship and MSMEs is a critical step in boosting local economies. As of 2024, the Astranauts program has supported 1,285 MSMEs, 16 start-ups, and 4 Business Development Institutions (LPB).
